A provocative new book written by the former police chief of Seattle exposes the dark side of American policing, a side rarely talked about by the men and women in uniform. Norm Stamper was a police officer for nearly 30 years in San Diego before becoming the top cop in Seattle. His new book is called “Breaking Rank.”
